The Prospective Strategic insight of the National Consultative Council Activities

On 25-05-2005, the decision of H.E. the chairman of National Consultative Council No (2) of 2005 on the future insight of the National Consultative Council activities was passed, the objectives of which were stated as follows:






  • Consolidate the ties between the Council and the people in the emirate.
  • Activate the cooperation between the Council and the local government.
  • Activate the legislative jurisdiction and make all endeavors to enable it to be a comprehensive authorization.
  • Support membership capabilities. Support and develop the General Secretariat.

Based on this insight, the General Secretariat has drawn detailed action plans for the stages of executing them that will last for two complete legislative terms during four-year period.

The objectives of establishing the Council:

The Council is a consultative legislative controlling entity which is a part of the public legislative authority. It was established along with the governmental authority to assist H.H. the Ruler and the Executive Council in managing the public affairs therein.

Among its jurisdictions is discussing the local daft laws and the public issues, addressing questions to the president and the members of the Executive Council, reviewing the international conventions and agreements concluded by the emirate with the foreign bodies, and receiving the complaints and the petitions of the nationals.

Objectives:

  1. Consolidate the ties between the Council and the people in the emirate.
  2. Activate the cooperation between the Council and the local government.
  3. Activate the legislative jurisdiction and make all endeavors to enable it to be a comprehensive authorization
  4. Support membership capabilities.
  5. Support and develop the General Secretariat.

First: Consolidate the ties between the Council and the people in the emirate.

The Council seeks to enhance and consolidate the ties between the Council and the different social segments of nationals in the emirate of Abu Dhabi so that the Council may perform its role as their representative and express their wills thus contributing in strengthening the foundations of national unity and consultation as well as in achieving the fusion between leadership and people.

The realization of this objective requires the following:

Activating the jurisdiction through the receiving of petitions and complaints and following their consequences after being approved by the Council.

Introducing the Council to the public opinion and enhancing the confidence in the role it plays.

Making direct interconnection between the Council and the nationals in all locations and areas in the emirate.


Second: Activate the cooperation between the Council and the local government.

The Council works on activating the cooperation and achieving effective solidarity and full concord between the Council as a legislative consultative body and the government (Executive Council) in a framework of balance and integration among the public authorities in the emirate based on the law provisions.
Achieving this objective entail the following:

The legal commitment on the part of the local governmental authorities to enable the Council to practice its jurisdictions.

Consolidating the legal relations and ties with the honorable Executive Council.


Third: Activate the legislative jurisdiction and make all endeavors to enable it to be a comprehensive authorization.

The Council is in charge of discussing the draft laws and studying their details, impacts and consequences of their application. Therefore, it is a consultative body, specialized in the local legislative affairs, which performs its role to ensure the validity of laws and legislations to be promulgated, and the extent of their harmony and concord with the requirements of the legal and legislative reality in the country thus preventing any discrepancy among the local laws and legislations. This is performed through presenting draft laws for discussion before the Council to express its comments and recommendations thereon before submitting them to the higher authority for approving and passing them. Hence, the Council and the country are given an important chance to stabilize the local legislations and laws based on deep consideration and wide discussions before issuing or drafting them for bridging all gabs, surpassing all differences, and addressing all weaknesses in their contents until the legislative jurisdiction of the Council becomes a full authorization to contribute in addressing the local legislative reality.

Fourth: Support membership capabilities.

The Council works on supporting and enhancing the capabilities of membership for achieving the Council objectives through providing it with sufficient information and data to be familiar with the issues of public affairs and awareness of national interests.

Fifth: Support and develop the General Secretariat.

Given the mutual correlation between the Council and the General Secretariat, any support to either of them shall reflect on the other. Therefore, the importance of this objective lies in its being an important prop in favor of achieving the previous four objectives. Attaining this objective shall imperatively serve the others; hence it backs the efforts of the Council and enhances its role.

The realization of this objective requires the following:

Consolidating the role played by Researches, Studies and Legal Affairs Department and providing it with the necessary cadres, bibliographies and capabilities to contribute in achieving this objective.

Producing effective mechanisms to coordinate the activities of the General Secretariat and directing them for serving the purposes of the Council and achieving its objectives.

Providing the necessary financial and human requirements and capabilities so that the General Secretariat may practice its tasks and obligations.

Improving and developing the humanitarian relations between the General Secretariat employees.

Utilizing the efforts exerted by the administration of public relations for serving the objectives of the Council and consolidating its image before the public opinion.

The realization of the plan objectives:

This plan, in its main and secondary objectives, forms a comprehensive insight to direct and develop the performance of the Council and its General Secretariat during a specific period that lasts for two legislative terms within four years effective from the date of its being accepted and approved. Accordingly, detailed action plans shall be laid for the stages of executing them, and the bases, conditions and priorities shall be specified according to the resolutions and directions issued by the higher authority of the Council and the General Secretariat to the regulatory units responsible for execution. This will be done after providing the required capabilities and the adequate mechanisms and means for each stage thereof that are associated with schedules and studied and practical details and steps.
