The regulatory units and the cadres of the General Secretariat were distributed and the suitable methods were made to define its jurisdictions, tasks and job interrelation and to coordinate the mutual relations between them. This was made in a way to cope with the requirements of financial and administrative independence of the Council and the General Secretariat, to fulfill the presence of a supervisory controlling authority, to achieve flexible procedures, to guarantee the legality of the transactions and administrative and financial resolutions, to define the steps of work progress in the different administrative units, and to describe the tasks and responsibilities in all job locations and the conditions of occupying them.
